March 25, 2026 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE OF INTENT TO RENEW A UPDES PERMIT PURPOSE OF PUBLIC NOTICE The purpose of this public notice is to declare the Director of the Division of Water Quality's intention to renew a Utah Pollutant Discharge Elimination System (UPDES) Permit under the authority of the Utah Water Quality Act, Utah Code § 19-5-106(2)(g). The draft Permit and the Fact Sheet (collectively, the draft Permit documents) are available for review and comment. PERMIT INFORMATION PERMITTEE NAME: CUR Sage Plain Uranium, LLC FACILITY NAME: Rim Mine MAILING ADDRESS: 217 Queen Street West, Suite 303, Toronto, ON, Canada M6V 0P5 TELEPHONE NUMBER: (361) 331-5585 FACILITY LOCATION: SW 1/4 NW 1/4 Section 29, T31S, R25E, San Juan County, UT, North of Monticello UPDES PERMIT NO.: UT0023922 PERMITTED OUTFALLS: 001 OUTFALL LOCATION: 38°03'51'N, 109°12'16'W RECEIVING WATER: Unnamed Ephemeral Drainage to East Canyon Wash to Hatch Wash to Kane Springs Creek BACKGROUND CUR Sage Plain Uranium, LLC owns and operates the Rim Mine, which is an underground uranium and vanadium ore mine. The facility has a Standard Industrial Classification (SIC) code 1094, for Uranium mining. The STORET number is 495906. On October 27, 2021, Energy Fuels Resources (USA) Inc. transferred ownership of the Rim Mine to Consolidated Uranium, Inc. (CUR, f/k/a International Consolidated Uranium Inc.), which thereafter transferred the asset to its newly formed subsidiary CUR Sage Plain Uranium, LLC. As of a merger on December 5, 2023, CUR and its subsidiaries are now wholly owned by IsoEnergy Ltd. As of July 9, 2024, IsoEnergy, Ltd and its wholly owned subsidiary CUR Sage Plain Uranium, LLC are the owner and operator of the Rim Mine. The monthly design discharge for the Facility is 0.03 MGD. The discharge treatment system consists of a chemical precipitation with barium chloride. The intercepted mine water is pumped and mixed with barium chloride and then routed to an initial settling pond where barium chloride assists in radium reduction. Additional water treatment is provided by a second clay-lined settling pond where solids settling occurs. When the second pond is filled, water flows through a discharge pipe and is released at the permitted discharge location of Outfall 001. As noted in the permit renewal application, the Rim Mine continues to be in a non-operational status, and no changes have occurred to the Facility. No surface water discharge has occurred since November 2012. PUBLIC COMMENTS Pursuant to Utah Admin. Code R317-8-6(6.6), any interested person may submit written comments on the draft permit documents and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in Utah Admin. Code R317-8-6(6.12). Commenters have an affirmative obligation to raise all reasonably ascertainable issues and submit all reasonably available arguments and factual grounds supporting their position, including all supporting material. Supporting material must be included in full and may not be incorporated by reference, unless the material is already part of the administrative record. Public comments are invited any time prior to the deadline of the close of business on April 24, 2026.
