NOTICE OF PUBLIC HEARING, REGULAR SESSION & AGENDA

PUBLIC HEARING

The American Fork City Council will meet in a public hearing on Tuesday, March 12, 2013, in the American Fork City Hall, 31 North Church Street, as follows:

7:20 p.m.	Receiving of public comment regarding the declaring of a Wrangler Floor Scrubber to be surplus.

REGULAR SESSION

The American Fork City Council will meet in regular session on Tuesday, March 12, 2013, in the American Fork City Hall, 31 North Church Street, commencing at 7:30 p.m.  The agenda shall be as follows:

1.	Pledge of Allegiance; prayer by Andy Spencer; roll call.
2.	Presentation of the Employee of the Month for February 2013.
3.	Twenty-minute public comment period ? limited to two minutes per person.
4.	City Administrator?s Report.
5.	Council Reports.
6.	Mayor?s Report

COMMON CONSENT AGENDA     (Common Consent is that class of Council action that requires no further discussion or which is routine in nature.  All items on the Common Consent Agenda are adopted by a single motion unless removed from the Common Consent Agenda by the Mayor or a Councilmember and placed in the action items.)

1.	Approval of the February 21, 2013 work session minutes.
2.	Approval of the February 26, 2013 city council minutes.
3.	Approval of the City bills for payment, manually prepared checks, and purchase requests over $1,000.
4.	Release of the Improvements Construction Guarantee of $500.00 and issuance of a Notice of Acceptance of the improvements for the project known as and/or subdivision recorded as Auto Mall Plaza at 871South Auto Mall Drive. - Staff
5.	Approval of a Resolution declaring a Wrangler Floor Scrubber to be surplus and to be disposed of. ? Derric Rykert 

ACTION ITEMS

1.	Consideration and action on the appointment of Al and Peggy Hansen to the Cemetery Committee. ? Mayor Hadfield
2.	Review and consideration regarding authorization for the release of the Improvements Construction Guarantee (ICG) in the amount of $4,780.22, and issuance of a Notice of Acceptance of the improvements for the project known as White Castle Warehouse Expansion at approximately 900 East State Street. - Staff
3.	Review and action on the awarding of a contract for the 1350 North/1270 East Right-of-Way Reconstruction to Staker Parson Co. - Staff
4.	Review and action authorizing a Boundary Line Agreement and Letter of Understanding associated with the purchase of the Goodsell Property at approximately 805 North 550 East. - Staff
5.	Review and action on subdivisions, commercial projects, condominiums, and PUD?s including 1) plat approval; 2) method of satisfaction of water rights requirements; 3) posting of an improvement bond or setting of a time frame for improvement installation; and 4) authorization to sign the final plat and acceptance of all dedications to the public and to have the plat recorded.
a. 	Review and action on an Ordinance approving James Court Inner Block Cottage Development and Subdivision, consisting of 9 lots, located at 153 West 200 North in the R2-7,500 Residential zone, and also repealing the previous approval, Ordinance No. 2008-04-22. ? Patterson Construction 
b.	Review and action on an Ordinance approving a commercial site plan for Longhorn Steakhouse to be located at approximately 200 North West State Road in the SC-1 Planned Shopping Center zone. ? Woodbury Corporation
6.	Review and action on an Ordinance amending Section 17.7.505.F.8 of the American Fork City Development Code (fencing within inner block cottage developments) ? Staff  
7.	Consideration and action on entering into an executive session to discuss 
1)	Litigation
2)	The professional character and competence of an individual.
8.	Adjournment.
