- SYRACUSE CITY Syracuse City Council Special Meeting Agenda October 25, 2016 - 6:00 p.m. City Council Conference Room Municipal Building, 1979 W. 1900 S. 1. Adopt agenda 2. Public Comment: This is an opportunity to address the Council regarding your concerns or ideas. Please limit your comments to three minutes. 3. Authorize Mayor Palmer to execute agreement between Syracuse City and Woodside Homes for the annexation and development of land located at approximately 2000 West and Gentile Street. 4. Authorize City Administration to execute Public Recreation Easement Agreement with Rocky Mountain Power and Agreement for construction of improvements and purchase and sale of property with Ivory Development, LLC for the construction of the Monterey Trail. 5.
