City Council August 9, 2016 City Council Chambers Municipal Building - Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 3:30 p.m. Joint Work Session City Council and Redevelopment Agency City Council Work Room The purpose of the work session includes presentations and discussions regarding: City Council: - Agenda review for Special City Council meeting; - Amendments to the FY2017-2021 Capital Improvement Plan; - Utah Transit Authority Update; and - Council Business. Redevelopment Agency: - Synchrony Bank Line of Credit; - Real Estate Purchase Contract for 742 East 30th Street; and - Board Business. Any items not fully addressed prior to the Special City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. The Regular Redevelopment Agency Meeting has been Cancelled 6:00 p.m. Special City Council Meeting Council Chambers 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Approval of Minutes (voice vote): a. Closed Session of January 26, 2016 - Council member Nadolski b. Joint Study Session of February 23, 2016 - Vice Chair Blair c. Joint Work Session of March 22, 2016 - Council member Garner d. Regular Meeting of May 17, 2016 - Council member Hyer e. Work Session of May 17, 2016 - Council member Lopez f. Work Session of May 26, 2016 - Council member Stephens 5. Public Hearings: a. Truth in Taxation Hearing & Final Budget for Fiscal Year 2016-17. i. Presentation ii. Public hearing iii. Consideration of proposed Ordinance 2016-46 adopting the certified tax rate and the Budget for Ogden City for the Fiscal Year July 1, 2016 to June 30, 2017. (Adopt/not adopt - roll call vote) 6. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 7. Comments: a. Mayor. b. Council Members. 8.
