- Clearfield City Notice of Intent to Issue Debt Notice is hereby given that the City of Clearfield intends to issue a maximum principal of $2,413,998 in debt for design and implementation of energy efficiency measures throughout its facilities. The improvements are projected to save Clearfield City approximately $5.82 M in energy costs over a period of 25 years. These savings will be used to pay off the incurred debt over a period of approximately 13 years from its issuance. A public hearing will be held before the Clearfield City Council, 55 South State Street, 3rd floor, Clearfield, Utah, on Tuesday, July 26, 2016 at 7:00 p.m. to receive public comment regarding the intent to issue the debt.
