5:30 P.M. 1. CALL TO ORDER 1A. CLOSED SESSION a. Strategy session to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. 2. PLEDGE OF ALLEGIANCE 3. COMMUNICATIONS a. City Manager comments/Reports b. Staff comments/Reports c. City Council comments/Reports 4. CITIZEN COMMENTS Citizens are permitted to address the Council concerning any matter over which the Council has jurisdiction, including comments concerning an item on the agenda. The Council will allow 3 minutes to do so during this period. Written comments may be submitted if a citizen does not wish to speak. Any comments needing or requesting follow-up will be assigned to staff for further action as appropriate after the meeting. Please provide contact information on the sign-up sheet and state your name and phone number when speaking to the Council so later follow-up can take place. Persons who exceed the time or are otherwise disorderly may be expelled by the Council upon a two-thirds majority vote, as provided in Utah Code Annotated 10-3-608. The Council requires that citizens help maintain the decorum of the meeting by not applauding or booing, turning off electronic devices, not engaging in verbal attacks against others or being disrespectful during the proceedings of the meeting. 5. CONSENT ITEMS a. Approve the minutes of April 27, 2016, May 11, 2016, and May 18, 2016 as presented (Melanie Briggs) b. Approve Resolution 16-77, authorizing the Mayor to execute Amendment No. 8 to the Professional Service Agreement with Stanley Consultants, Inc. for the 7000 S Phase 2 Utility Design project in an amount not to exceed $76,800.00 (Wendell Rigby) c. Approve Resolution 16-81, declaring items from various City Departments that are no longer of any value or use as surplus property, and authorize the disposition (Mark Palesh) d. Approve Ordinance 16-22, amending the 2009 West Jordan Municipal Code Title 3, Chapter 6, Article B, Section 7, regarding the Telecommunications Tax (Wendell Rigby) e. Approve the service in lieu of fees and deposit with WJ Copper Hills Cal Ripken/Babe Ruth for the 2016 Pre All Star tournament at Ron Wood Park June 11-16, 2016 (Brian Clegg) 6. PUBLIC HEARING a. Receive public input and consider approval of an amendment to the Preliminary Development Plan Phase 2A (Garage Elevations); P-C (TSOD) Zone, for the Jordan Valley TOD located at 3295 West 8600 South, Bangerter Station, LLC/Jeffrey Vitek, applicant (David Oka) b. Receive public input and consider for approval of Ordinance 16-23, regarding a Future Land Use Map Amendment for 5.01 acres from Low Density Residential to Medium Density Residential and Rezone from LSFR (Low Density Single-Family Residential - WSPA) to R-1-8C (Single-Family Residential 8,000 square foot minimum lots), for property located at 8174 South 6540 West, Peterson Development LLC/Barrett Peterson, applicant (David Oka) c. Receive public input and consider for approval a Rezone of 230.69 acres from A-20 (Agricultural; 20-acre minimum lot size) Zone to M-1 (Light Manufacturing) Zone; Lamar and Vickie Jones Family Rezone; located at U -111 Old Bingham Highway; Bob Burns, applicant, (David Oka) d. BUSINESS ITEMS a. Discussion and possible action regarding ACE Disposal requested contract revision (Wendell Rigby) b. Discussion and possible action regarding establishing a City Council Subcommittee (Councilmember Jacob) Page 175 c. Update on the schedule for the 7000 South Storm Drain Project (Mayor Rolfe) Page 197 d. Discussion and possible action regarding Resolution 16-73, authorizing the Mayor to execute the Consent and Acknowledgement by West Jordan City of the Partial Assignment Assumption of Development Agreement for The Station at Gardner Mill (David Brickey) Page 200 e.
