AMERICAN FORK CITY COUNCIL NOVEMBER 10, 2015 REGULAR SESSION AGENDA REGULAR SESSION The American Fork City Council will meet in regular session on Tuesday, November 10, 2015, in the American Fork City Hall, 31 North Church Street, commencing at 7:30 p.m. The agenda shall be as follows: 1. Pledge of Allegiance; prayer by Fire Chaplain David Laycock; roll call. 2. Twenty-minute public comment period - limited to two minutes per person. 3. City Administrator's Report. 4. Council Reports concerning Committee Assignments. 5. Mayor's Report COMMON CONSENT AGENDA (Common Consent is that class of Council action that requires no further discussion or which is routine in nature. All items on the Common Consent Agenda are adopted by a single motion unless removed from the Common Consent Agenda by the Mayor or a Councilmember and placed in the action items.) 1. Approval of the October 20, 2015 City Council Special Session minutes 2. Approval of the October 22, 2015 City Council Work Session Minutes 3. Approval of the October 27, 2015 City Council minutes 4. Approval of the City bills for payment, manually prepared checks, and purchase requests over $25,000 5. Approval of the purchase of a Perpetual Utility Easement associated with the 500 East 980 North Art Dye Park Access Project - Deveraux (Requested by Dale Goodman, Public Works) 6. Consideration regarding authorization to release the Improvements Construction Guarantee in the amount of $548,533.24 and Issue a Notice of Acceptance for Harbor Village Plat B at 700 South 100 West. (Requested by Dale Goodman, Public Works) 7. Consideration regarding authorization to release the Improvements Construction Guarantee in the amount of $0 and issue a Notice of Acceptance for the South Point Phase 1 Subdivision 740 East 400 South (Requested by Dale Goodman, Public Works) 8. Consideration regarding authorization to release the Improvements Construction Guarantee in the amount of $82,318.97 and Issue a Notice of Acceptance for the Star Mill Subdivision, Plats A & B at 600 North 150 East (Requested by Dale Goodman, Public Works) ACTION ITEMS 1. Review and action on the approval of the Sub-recipient Agreement for the FY2015 Community Development Block Grant (CDBG) Phase III for waterline replacement. (Requested by Dale Goodman, Public Works) 2. Review and action on a class 'A' Beer license for CVS Pharmacy #10577 at 495 East State Road. (Requested by Craig Whitehead, Administration) 3. Review and action on an Ordinance adopting amendments to various sections of the American Fork City Development Code relating to projections into the front setback area. (Requested by Adam Olsen, Planning) 4. Review and action on subdivisions, commercial projects, condominiums, and PUD's including 1) plat approval; 2) method of satisfaction of water rights requirements; 3) posting of an improvement bond or setting of a time frame for improvement installation; and 4) authorization to sign the final plat and acceptance of all dedications to the public and to have the plat recorded. a. Review and action on the final plat of Jockey Hollow Plat D Subdivision, consisting of five lots, located at 750 North 650 East. (Requested by Adam Olsen, Planning) b. Review and action on an amended final plat of Rivulet Subdivision, located at 860 East 400 South in the PC Planned Community zone. (Requested by Adam Olsen, Planning) c. Review and action on an Ordinance approving an amended site plan for Rivulet Apartments, located at 860 East 400 South in the PC Planned Community zone. (Requested by Adam Olsen, Planning) 5.
