Allan I. Bergman, CEO of HIGH IMPACT Mission-based Consulting in Northbrook IL., and the lead Subject Matter Expert for Utah from the U.S. D.O.L., will provide an in-depth overview of the major shifts in federal legislation, regulations, and funding as well as recent federal court actions all of which are promoting and incentivizing Employment First as the priority outcome for all publicly funded services for individuals with disabilities. This overview will give us insight into the Transition provisions of the IDEA, the Presumption of Employability in integrated settings contained within the Rehabilitation Act, the guidance on the use of Medicaid to promote integrated employment, the inclusion of a legal definition of Customized Employment and Competitive Integrated Employment within the 2014 amendments to the Rehabilitation Act. the priority for Supported Employment services for school aged transition youth within the 2014 amendments to the Rehabilitation Act and the mandate for formal interagency agreements between state agencies to assure a seamless system of funding for employment services an supports.
