Call Meeting to Order
DISCUSSION ITEMS:
1. Next training session. November 19, 2009. St George City Police Department.
2. Welcome to Gaylen Rust to the Board. Representing the Coin Dealers in Utah.
Are there any suggestions or input from Mr. Rust that would benefit the industries represented on the board?
3. Steve Jentzsch - DCP
Update on the numbers of shops registered. Complaints being received by LE and or Shops?
Actions taken and the violations being seen. Holds. Seizure.
Line item description of pawned or sold items. NA or lack of proper full description. no codes or soundex. Unacceptable. Citations will be issued. Referral will be made to take action by the local LE or business licensing entity.
NCIC hit notification by email to LE Departments.
4. Update from Law Enforcement Departments and Shops on any new difficulties with the database system or NCIC data.
5. Are Board members talking to others in their industries or departments to obtain input? Please do so. Bring this back to the Board or get to Steve Jentzsch for the DCP Directors information.
6. Law Enforcement is to be assuring that data is being sent from a shop, being accepted by the database, properly available to users. Spot checks. Most of the reports being made are concerning secondhand merchants not sending their information or being accepted by the database. Is there a suggestion on how to alleviate this problem? Use of one system? Only the system on the database?
7. Board members not attending or found to be in violation of statute. Suggestions? Replacement if no longer wishing or able to attend?
8. Board member open forum for discussion. Subjects and areas of concern? i.e.
a. Legislative changes or suggestions?
c. Registration fee changes?
d. Database- designation on database and from shops if an item is a Pawn vs Purchase. Amount received-value.
e. Frequent pawner – flag if person makes 10+ per month. Ideas?
f. Law Enforcement agencies not attending training. Advise to Director? Repercussions?
9. Registration renewal letters will be sent out in Mid-December. Due by end of January 2010.
10. Are there any suggestions for accommodating shops in Moab or outlying areas to obtain training without having to go eight hours to get to another area?
11. Next Board Meeting Date? Quarterly?
Set dates for 2010 Board Meetings & Training dates and locations. Do we need to change some locations for training outside of the SLC/Ogden area?
