Call Meeting to Order

DISCUSSION ITEMS:
1.	Next training session. September 11, 2008, Provo Police Department, Sponsor contacted? Location?
2.	Training sessions. Low turnout? Why? Does LE need to address the issue with their local shops? LE agencies do not have the authority to exempt shops from the training requirements. No changes to the four hour requirement? 
3.	Exemption requests on Secondhand Merchants whom may be exempt or exempted? Exemption rule by the Director. Exemptions will be reviewed and a final decision will be made in consultation with the legislative body before implementation, per the Director. The litmus test applies. Industry specific. 
4.	Update on progress of Secondhand Merchants registering. Contacts are being made with possible merchants needing to be registered. Proof or documentation needed to pursue the issues. Legislative feeling seems to be to tread lightly. This is being done by the Division.
5.	What are some of the suggested changes or adjustments to the statute that need to be made? Reasons and justifications. These suggestions will be forwarded through the Director and Legislature for consideration. I.e. change to Drivers License statute to have the Drivers Privilege Card show as such. It now only shows as a drivers license number. There is no way to differentiate between the two on the UCJIS system. LE cannot tell the difference unless seeing the actual card. 
Suggestion is made to require shops to indicate specifically on the database, the type of ID presented. The addition to the statute that this would be a violation of 13-32a-104 (ii) if not done. 
6.	The database contract expires in November 2008. The Director will contact those he desires to be on the RFP bid consideration committee.
7.	Have there been any other requests for additions to the statutes other than the Antique Dealers? 
8.	Use of Drivers Privilege card in transactions. This is prohibited by law. Enforcement action may be taken for violations. 
9.	What may be done by local business licensing entities to assist in compliance issues?
Ensure that businesses have complied with registration and payment of fees before issuing or renewal of a business license.  
10.	 Turn in the attendance rosters of past training events. 
11.	Kari Roberts- SLCPD- Serial numbers and consistency in data input by shops.
