Description/Agenda:

NOTICE is hereby given that the WASATCH COUNTY PLANNING COMMISSION will hold a Public Hearing on June 13, 2013 at 7:00 p.m. in the Wasatch County Council Chambers, located at 25 North Main Street, Heber City, to consider the following items:
  

1.	Eduard Vozar, agent for Landmark Partners LLC, is requesting a plat vacation of Lot 4 of the Parker Agricultural Exemption subdivision.  The proposal is to remove Lot 4 from the Parker Agricultural Exemption plat and put it into the proposed Pine Shadows subdivision.  The property is located at 2945 East Wild Mare Way in Section 10, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.   

2.	Eduard Vozar, agent for Landmark Partners LLC, is requesting preliminary approval for Pine Shadows, a large scale subdivision. The proposed development consists of 24 lots on 32.06 acres. The property is located at approximately 2900 East 1200 South on the south side of 1200 South and east of the Ucanogos subdivision in Section 10, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone.  *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.   

3.	Kerry Winn, representative for Silverado Partners LLC, is requesting final plat approval for phase 2 of Beaufontaine.  The proposal is for 10 detached single family homes on 5.60 acres.  The proposal is located at 1830 East 70 South in section 4, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural) zone. 

4.	Jeff Graham, representative for VR Acquisitions LLC, is requesting conditional use and site plan approval for a guest amenity area around the existing Freestone Lodge on 2.76 acres referred to as Parcel C of Victory Ranch.  The conditional use and site plan request, in addition to the existing Freestone Lodge, contains: three guest cabins, activity/outfitters building, concessions building and a pool and spa building.  The proposal is located in Section 31, Township 2 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone).

5.	Jeff Graham, representative for VR Acquisitions LLC, is requesting a plat vacation of Plat C of Victory Ranch.  Plat C contains 5 lots that will be vacated and platted as part of a future family camp area and cabins.  The proposal is located in Section(s) 5 and 6 of Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone).  *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.   

6.	Jeff Graham, representative for VR Acquisitions LLC, is requesting a plat amendment to Plat B of Victory Ranch.  The proposal is to combine the existing Lots 73 and 81; 65, 66, and 67; and 92 and 93.  The density for Plat B drops from 72 to 68 lots.  The proposal is located in Section 36 of Township 2 South, Range 5 East; Section 31, Township 2 South, Range 6 East; Section 6, Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.     

7.	Jeff Graham, representative for VR Acquisitions LLC, is requesting a plat amendment to Plat D of Victory Ranch.  The proposal is to enlarge the size of the currently platted single family lots.  The original 5 lots contain 4.87 acres.  The proposed new plat contains 10.78 acres for the same number of lots with the additional acreage being taken out of open space.  The proposal is located in Section(s) 5 and 32, Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.      

8.	Jeff Graham, representative for VR Acquisitions LLC, is requesting a plat amendment to Plat E of Victory Ranch.  The request is to vacate 5 lots out of the existing Plat E currently designated as lots 110, 111, 112, 113 and 114.  Lots 105, 106, 107, 108 and 109 will remain as platted.  The proposal is located in Section 6, Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.    

9.	Summit Engineering, representative for Heath Hendrickson, is requesting a plat amendment to the Hendrickson Way one lot subdivision.  The proposal is to add .98 acres to Lot 1 for a total of 7.16 acres.  The proposal is located at 1852 South 2400 East in Section 9, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.    

10.	Wendy Gardner is requesting a conditional use permit for a dog kennel at 5135 Lake Creek Road on 6.03 acres in the RA-1 zone.  

11.	Mike Johnston, representative for Rhett Roberts, is requesting a conditional use permit for a caretaker dwelling.  The request would allow the existing home to be used as a caretaker dwelling for the 20.66 acre parcel and future main home.  The proposal is located at 2021 West 650 South in Section 1, township 4 South, Range 4 East in the A-20 (Agricultural 20-acre) zoning district.  

12.	Paul Berg, representative for Travis Probst, is requesting a plat amendment for Lot 9 of the Farms at Tate Lane phase 2.  The proposal is to enlarge and reconfigure the building pad and decrease the detention pond size.  The property is located at 1490 South 200 West in Section 10, Township 4 South, Range 4 East in the RA-1 (Residential Agricultural 1-acre) zone.  *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.    

13.	Paul Berg, representative for Strawberry Highlands LLC., is requesting preliminary approval for Strawberry Ranch, a planned resort development.  The proposal contains 814 ERU’s (Equivalent Residential Units) on 7,010 acres on the south side of the Soldier Creek side of the Strawberry Reservoir.  The proposal is located in Sections 17, 19, 20, 21, 25-29, and 32-36 of Township 4 South, Range 10 West in the SRZ (Strawberry Recreation Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a public hearing on June 19, 2013.

This briefing will be for discussion purposes only between the Planning Staff and the Planning Commission.  No action will be taken.
