AMERICAN FORK CITY COUNCIL MARCH 26, 2013 *SECOND AMENDED - NOTICE OF PUBLIC HEARING, REGULAR SESSION & AGENDA PUBLIC HEARING The American Fork City Council will meet in a public hearing on Tuesday, March 26, 2013, in the American Fork City Hall, 31 North Church Street, as follows: 7:00 p.m. Receiving of public input on, and to consider approval and adoption of, the Sanitary Sewer Impact Fee Analyses and an Ordinance containing proposed revisions to American Fork City Code regarding Impact Fees, and updates to the affected impact fees charged by American Fork City. REGULAR SESSION The American Fork City Council will meet in regular session on Tuesday, March 26, 2013, in the American Fork City Hall, 31 North Church Street, commencing at 7:30 p.m. The agenda shall be as follows: 1. Pledge of Allegiance; prayer by George Schade; roll call. 2. Presentation of the Employee of the Month for March 2013. 3. Twenty-minute public comment period ? limited to two minutes per person. 4. City Administrator?s Report. 5. Council Reports. 6. Mayor?s Report COMMON CONSENT AGENDA (Common Consent is that class of Council action that requires no further discussion or which is routine in nature. All items on the Common Consent Agenda are adopted by a single motion unless removed from the Common Consent Agenda by the Mayor or a Councilmember and placed in the action items.) 1. Approval of the March 7, 2013 work session minutes. 2. Approval of the March 12, 2013 city council minutes. 3. Approval of the City bills for payment and purchase requests over $1,000. 4. Approval of a Utah State Library (USL) Memorandum of Agreement for Community Library Enhancement Funds in the amount of $7,362.00. ? Sheena Parker ACTION ITEMS 1. Review and action on a Proclamation Proclaiming April 2013 as, ?Child Abuse Prevention Month.? ? Mayor Hadfield 2. Review and action on an Ordinance adopting the Sanitary Sewer Impact Fee Analyses and an Ordinance containing proposed revisions to American Fork City Code regarding Impact Fees, and updates to the affected impact fees charged by American Fork City. - Staff 3. Review and action on the approval of a change order to Newman Construction, contractor for the 2012 Culinary Water Line Replacement Project?CDBG, that incorporates as part of the construction agreement addition Federal requirements and regulations. - Staff 4. Review and action on the Annexation Agreement for the Hansen Sykes Annexation, consisting of 1.4 acres, located at 757 West 700 North. ? Cecil Hansen 5. Review and action on an Ordinance amending Sections 17.5.128 (Signs), 17.6.115 (Billboards), and 17.12.219 (?S? Definitions) of the American Fork City Development Code. ? Staff 6. Review and action regarding the Storm Drain Discharge Agreement with the Utah Department of Transportation (UDOT) on the Utah County Corridor Expansion Project. Staff 7.
