AMERICAN FORK CITY COUNCIL FEBRUARY 26, 2013 NOTICE OF PUBLIC HEARING, REGULAR SESSION & AGENDA PUBLIC HEARING The American Fork City Council will meet in a public hearing on Tuesday, February 26, 2013, in the American Fork City Hall, 31 North Church Street, as follows: 7:00 p.m. Receiving of public input on, and to consider approval and adoption of, (1) the proposed Police, Fire and Parks & Recreation Impact Fee Facilities Plans, (2) the proposed Police, Fire, Parks & Recreation, Sanitary Sewer, Pressurized Irrigation, and Culinary Water Impact Fee Analyses, (3) Ordinance containing proposed revisions to American Fork City Code regarding Impact Fees, and (4) updates to the affected impact fees charged by American Fork City. REGULAR SESSION The American Fork City Council will meet in regular session on Tuesday, February 26, 2013, in the American Fork City Hall, 31 North Church Street, commencing at 7:30 p.m. The agenda shall be as follows: 1. Pledge of Allegiance; prayer by Councilman Clark Taylor; roll call. 2. Update of the County presented by Commissioner Gary Anderson. 3. Presentation of the Employee of the Month. 4. Presentation of Community Service Awards. 5. Twenty-minute public comment period ? limited to two minutes per person. 6. City Administrator?s Report. 7. Council Reports. 8. Mayor?s Report COMMON CONSENT AGENDA (Common Consent is that class of Council action that requires no further discussion or which is routine in nature. All items on the Common Consent Agenda are adopted by a single motion unless removed from the Common Consent Agenda by the Mayor or a Councilmember and placed in the action items.) 1. Approval of the January 31, 2013 special session and retreat follow up minutes. 2. Approval of the February 12, 2013 city council minutes. 3. Approval of the City bills for payment and purchase requests over $1,000. 4. Release of the Improvements Durability Retainer for the Subdivision recorded as Cache Futures Inc at 671 South Automall Drive in the amount of $19,354.10. - Staff ACTION ITEMS 1. Review and action on an Ordinance adopting an Impact Fee Facilities Plan and Impact Fee Analyses and imposing Impact Fees for Culinary Water, Secondary Water, Parks and Recreation, Sanitary Sewer, Police and Fire; proving for the calculation and collection of such Fees; providing for appeal, accounting and severability of the same and other related matters. - Staff 2. Review and action on a change order for amendments to the scope of work for the Transportation Element of the General Plan. - Staff 3. Review and action on the Annexation Agreement for Harbor Road Annexation Plat E consisting of 91 acres located in the area of 1300 South 570 West. ? Review and action on the Annexation Agreement for the North Granite View Annexation, consisting of .83 acres, located at approximately 825 East 50 South. ? Scott Mitchell 5. Review and action on subdivisions, commercial projects, condominiums, and PUD?s including 1) plat approval; 2) method of satisfaction of water rights requirements; 3) posting of an improvement bond or setting of a time frame for improvement installation; and 4) authorization to sign the final plat and acceptance of all dedications to the public and to have the plat recorded. a. Review and action on an Ordinance approving the site plan for the four-story North Pointe Business Park Building E, located at 630 East 1160South in the PI-1 Professional Office zone. ?
