Thomas R. Hardy has been named State Olympics Coordinator by Governor Mike Leavitt. The position was created by statute this year to coordinate the legal, financial and inter-government arrangements necessary for Utah to host the 2002 Winter Olympics.

"This appointment is an important part of the formula for a successful Olympics," the governor said. " I have committed to citizens that I will do everything possible to ensure that the Olympics are well organized and reflect positively on our state."

Hardy has been city manager of Bountiful since 1981. He has made dramatic improvements in the city's financial position and administrative structure. He previously served as city manager of Ontario, Oregon, and in other administrative posts in California, Arizona, and Florida. Together with Nolan Karras, the governor's appointee to the Olympics Organizing Committee, he will represent the state's major interests in Olympic planning.

Hardy will:

  • work to ensure the Olympics are financially successful so the state does not incur direct financial liability for indemnification agreements previously made
  • coordinate the activities of all state agencies so the state's obligations to provide in-kind services is fully identified, and, to the extent that policy requires, reimbursed by the Organizing Committee
  • review all contracts proposed between any state agency and any other agency dealing with the Olympics to make sure the interests of the states are fully protected.
  • work with the Legislature, the Utah Sports Authority, and the Sports Advisory Committee, to make sure they are fully informed and agreeable to the conduct of the games and the financial arrangements that are made.
  • represent, in cooperation and conjunction with Nolan Karras, the governor and the executive branch in all issues dealing with the Olympics, and regularly report issues, concerns, and recommended courses of action.
