Following an expedited legal review, Governor Gary R. Herbert will sign HB23, Controlled Substance Modifications, in his formal office with bill sponsors present.  The bill reached the Governor's office Thursday morning after passing both the Utah House and the Utah Senate.  Sponsored by Representative Gage Froerer, with Senator Allen Christensen as Senate floor sponsor, HB23 takes effect upon the Governor's signature.  It provides criminal penalties for producing, distributing, or possessing "spice" or "bath salts."  The bill also adds these substances to laws prohibiting driving when one has consumed controlled substances.
