Utah Technical Architectural Standards Approval Process

Draft Preparation Comment & Review Approval Publication Procurement
1. Prepare a draft standard for review and forward the proposed standard to the State Technical Architect. 1. Agency comments on Interim Standard document. 1. Preparation of migration and implementation plans, fiscal impact statements, and known exceptions. 1. Architecture Web Site posting of approved State Standard. 1. Review existing State Contracts for Architecture compliance.
2. Review by Architecture team with written comments and recommendations. 2. ITS review of Interim Standard and assessment of infrastructure impacts. 2. Interim Standard approved as a State Standard by ITPSC. 2. IT Manager email notification of approved State Standard. 2. Establish new State Contracts as needed using existing negotiation and RFP authority and processes.
3. Architecture Team approval of draft standard as an Interim Standard. 3. Vendor comments on Interim Standard document. 3. State Standard approved by State Technical Architect. 3. Executive level notification of approved State Standard. 3. Monitor agency procurements for standards compliance with a quarterly reporting process.
4. CIO/ASIS Web Site posting of approved Interim Standard 4. Modify Interim Standard based on comments and requests for exceptions. 4. State Standard approved by Chief Information Officer. 4. Purchasing notification of approved State Standard.
5. RVAM Completed on proposed standard. 5. Return modified Interim Standard to the Architecture team review as needed.

Utah Code Annotated, et seq 63D-1-301.5 and This process applies to approval of standards, guidelines, and domain architecture documents. Some processes such as procurement may take place in parallel with other processes. Timelines are targets and may be adjusted as needed to facilitate any of the process requirements.
