About the CIO
Under the leadership of CIO J. Stephen Fletcher, the Department of Technology Services has embarked on an unprecedented transition bringing all IT employees and resources for the State of Utah together in one agency to focus on an enterprise-wide approach to providing IT services. Under the auspices of HB109, DTS is better-aligned its IT services with the business goals of the state. This legislation better enables DTS to improve processes that increase services and reduce overall costs. This transition is not a consolidation; rather, it is about optimization. To optimize, DTS is changing the way the State does business - how it operates, manages, reports, and executes. These opportunities will continue to become evident as we further adopt a very process-oriented method of doing business. Moving forward together with the input and cooperation of each of the stake-holders in this process - the Governor, the Legislature, the agencies, advisory boards, and DTS employees - the transformation is continuing to a more team-oriented, accountable, and responsive organization.
